= Enabling terms and conditions as a required action

You can enable a required action that new users must accept the terms and conditions before logging in to {project_name} for the first time.    

.Procedure
. Click *Authentication* in the menu.
. Click the *Required Actions* tab.
. Enable the *Terms and Conditions* action.
. Edit the `terms.ftl` file in the base login theme.
