Revise KeyURI generation in OTPPolicy
- More idiomatic URLEncoder usage - Replace `:` character with space in issuer if present in OTP label - Ease testing for OTP KeyURI generation Fixes #32833 Signed-off-by: Thomas Darimont <thomas.darimont@googlemail.com>
